Azure is consumption-billed rather than seat-licensed, so there is no unit price to quote in a catalogue. What we provide is the commercial and operational wrapper: a CSP billing relationship with consolidated INR invoicing, spend visibility by subscription and resource group, and reserved instance or savings plan analysis where a workload's baseline is predictable enough to commit.

Yes. A transition to CSP billing is an administrative change that does not touch the running resources - no downtime, no reconfiguration, no resource migration.
